Twinning project “Further improvement of the education function in the Tax Administration of the Republic of Serbia”, SR 22 IPA FI 01 24

The Twinning project "Further Improvement of the Education Function in the Tax Administration of the Republic of Serbia", SR 22 IPA FI 01 24 represents a continuation of the support of the European Union, which has repeatedly supported the development of the education function of the Tax Administration of the Republic of Serbia through several projects.

This project, funded by the European Union with a budget of EUR 1.5 million, is contracted on behalf of the Republic of Serbia by the Ministry of Finance, Sector for Contracting and Financing of Programs from European Union Funds, and is implemented by partners from the member states - the Center for International and European Business Law from Greece (CIEEL), the Independent Authority for Public Revenue of the Hellenic Republic (IAPR), the Ministry of Finance of the Republic of Austria and the Tax Administration of the Republic of Serbia, as the beneficiary institution.

The project implementation period is 24 months, the initialization and completion of the project are structured around basic principles that, based on rich experience, will guarantee the smooth work of the permanent twinning advisor and the start of project activities.

The project is structured based on a thorough review of the history of the Tax Administration's work, objectives and previous reform efforts. The project will provide targeted support through a structured and expert-led approach, and through direct exchange of experiences and examples of good practice, it will also contribute to the achievement of Strategic Objective 3, which is defined by the Tax Administration Transformation Program 2021-2025, and refers to the profiling of a new tax officer of exceptional competence as a result of the further development of the human resources function.

The main objective of the Twinning project is to improve the institutional, educational and managerial capacities of the Tax Administration of the Republic of Serbia in order to improve revenue collection. Specifically, it aims to modernize and improve the educational operations of the Tax Administration's core functions - audit, collection and tax police.

The specific objectives and expected results of the Twinning project are:

Result 1: Continuous connection established between the performance appraisal form from the human resources function and the professional development program from the education function

Result 2: Mentoring work with interns introduced

Result 3: Improved organizational unit dealing with professional development and education through the introduction of e-learning

Result 4: Didactic training aids and necessary technical support/equipment defined.
